Four-year-old David Scherr shakes hands with Congressman John Tierney at Pathways for Children on Wednesday in Gloucester. Scherr and other children gave Tierney a bucket of jelly beans to thank him for his support of the Head Start Program. The jelly beans were in reference to Lyndon B. Johnson, who founded Head Start when he was president and liked to visit a local head start program in Texas, where he made a habit of bringing jelly beans for the young children who, unaware of his status as a former president, referred to Johnson as "the jelly bean man." After the presentation, Tierney met with Pathways administrators and teachers and talked about his support for the program, and the legislative challenges he faces in the Republican-controlled House of Representatives.
